The Steps 4 and 5 will never be marked as "Complete" once OBPs can update their steps as long as they wish. Step 4 not being complete does not mean that the OBP is not fully On-boarded. In fact the Step 4 will always be available for any update that the OBPs might want, for instance: OBPs' Connection Details, .csr files upload, as well as Session Tokens.
