The Hub is throwing this error code - #A28 Unknown Report - once the Hub most likely does not define the Report with the string that you are using.
The correct value to be used in the field ReportID should be one of the ones below:
Recall Batch
Withdrawn Product
Pack Disclosure
Product Master Data
Packs By Batch
